League Rules

JEFFERSON CITY LITTLE LEAGUE BYLAWS FOR BASEBALL

T-Ball Game Rules 4-6

1. All players must hit off the tee until the last inning, then the coach throws a maximum of 3 pitches to the batter, whom the coach thinks can hit the pitch, if the batter does not hit the pitches then they are to hit off the tee. 
2. Every player bats every inning, continuous batting order. The batting order is to be changed every inning so no player continuously bats last. You can just reverse order. 
3. Teams do not count outs or runs.
4. Player in pitching circle must wear face guard, with or without helmet.
5. Teach batter or runner to hustle to dugout after making an out, teaching rules of the game.
6. Infield rules apply to positioning/placement of players, only 5 in the in-field.
7. In order to stop the play(called time), the ball carrier must be in front of the runner or be in the white circle. 
8. There is not a draft, players will be placed by President or Player Agent.
9. No new innings after 50 minutes and no inning past the 5th inning.

Coach Pitch/Machine Pitch 7-8
1. Batter receives 5 pitches. Last pitch cannot end in foul ball. Batter must hit or strike out.
2. Boys are to be pitched to over-handed, girls can be under or over-handed, but cannot switch during same at bat.
3. No new innings after 50 minutes. Home team must have last bat.
4. Five (5) run limit per inning, except last and it's unlimited.
5. Player catcher is mandatory.
6. Continuous batting order.
7. Infield rules apply to positioning/placement of players, only 6 in the in-field.
8. Called time- player with ball must be in front of lead runner. White Circle is not considered a called time.
9. Outfield must throw the ball to infield player. Infield player is the only one that can be considered for a Called Time. 
10. May play with seven (7) players with no outs taken.
11. There are 10 defensive players, 6 infielders and 4 outfielders. 
12. There is no infield fly rule
13. The ball is dead if it hits a coach pitcher.
14. Batter is out if he doesn’t swing on the 5th pitch.
15. Players must slide into bases on plays, except first base and they can run through.
16. Player in pitching circle must wear face guard, with or without helmet.
17. Coach will pitch from 35 feet and have one (1) foot on pitching line if he has to pitch
18. Pitching Machine must be 35 ft from home plate. Pitching Machine can be set from 35 MPH to 45 MPH. Pending what is best for player development. 
19. Once the ball is hit, the coach must attempt to remove himself from field of play in a direction so as to not interfere with the play.
20. Mercy rule – 15 point lead at the end of 2nd inning and 10 point lead by end of 3rd inning and any inning after that.

Kid Pitch 9-11
1. Continuous Batting Order
2. Mandatory play in-field as LL handbook
3. No new innings after 50 mins.
4. Five (5) runs per inning, with the last inning being unlimited
5. Mercy Rule over 15 runs after the second inning and over 10 runs after the 3rd inning
6. In-Field Fly Rule Applies
7. May play with 8 players from the same team with no outs. Max of two Pick up players are allowed if they are from the same division and league. They cannot be from the other team. May not play with 7 players unless it is deemed a scrimmage game. 
8. Players must slide into bases on plays, except first base and they run through.
9. Catcher gets to have a runner if there are 2 outs, replacement runner must be last out. 
10. Coach can warm up player but must wear a facemask.
11. Once a pitcher is reported to the press box as a pitcher then the substitution is active. 
12. Any catcher that catches 4 or more innings is not eligible to pitch for that calendar day.
13. Catcher that catches 3 or less innings and pitches 21 or more pitches can not return as a catcher.
14. Pitch Count rules at the end of this document must be adhered to. 
15. Pitcher once removed from the game cannot return as a pitcher.
16. 8 pitches are to be thrown for warmup in the first inning and 5 for every other inning for warmup.
17. No player can advance on injury, must return to original base before that play.
18. Players arriving late can be placed at the bottom of the lineup.
19. Players must step out of the box during live play
20. Players must keep one foot in the box until the catcher catches the ball, leaving the box will result in a warning then strike.
21. Coaches must keep a score book to track players pitch counts, runs, and hits.
22. USA bats only

50/70 12-14
1. Continuous Batting Order

3. No new innings after 1 hr and 15 mins.
4. Five (5) runs per inning, with the last inning being unlimited.
5. Mercy Rule over 15 runs after the second inning and over 10 runs after the 3rd inning
6. In-Field Fly Rule Applies

Pitch Count Rules for Kid Pitch and 50/70
1) 9 to 10 Year old pitchers can pitch a max of 75 Pitches in 1 Day 
2) 11 to 12 Year old pitchers can pitch a max of 85 pitches in 1 Day 
3) 13 to 16 Year old pitchers can pitch a max of 95 pitches in 1 Day
1 to 35 Pitches is 1 Days Rest     
36 to 50 Pitches is 2 Days Rest     
51 to 65 Pitches is 3 Days Rest,     
66 +  Pitchers is 4 Days Rest

Jefferson City Little League Bylaws Supersede Little League International Rules

1) Any JCLL team may pick up players from another JCLL team, in the SAME age group, in order to have 10 defensive players.
2) JCLL teams and opponents may play with only 8 defensive players, 7 in coach pitch, without being penalized by taking an out.
3) Teams are to clean trash from dugouts after each game. Go to the concession stand if a new trash bag is needed.
4) NO ADULTS are to be on the field or assisting/helping players without an approved background check provided by JCLL board. Contact Robbie Britt (843)610-0549 if you have questions.
5) Only bats approved by Little League are permitted.
6) Coach must report injuries that require medical attention within 24 hours to Robbie Bitt 843-610-0549
7) No smoking (vaping) is allowed on field.
8) No foul language.
9) Coaches, players and any adult ejected from the game will be suspended for the next two (2) consecutive games.
10) Protests are not allowed. If any issues arise call 843-610-0549
11) Offensive language towards any official is prohibited. Will result in being removed from the game if its player or coach. Removed from the premises if it is a player parent or member of the community. 
12) Coach found violating the pitch count will be suspended for one game and must attend the game he is suspended for. Coach will forfeit the game where the violation occurred. 
13) In case of a tie in regulation game, all age groups, the last offensive out from previous inning shall be placed on second base as a runner with one (1) out until there is a winner. 

Games permanently stopped by Rain:

                Games that are permanently stopped by rain will be rescheduled if the game is in the 1st or 2nd inning. If the game is in the 3rd inning or greater then the previous score at the close of the last inning is used. For example, if after the 2nd inning the score is 8-6 and rain permanently stops the game in 3rd inning but the score is 8-9. Then the team that wins is the team that had 8 pts in the second inning not the team that had 9 in the 3rd inning.
